- I'm positive this is old news to most of you but it bears repeating. Bush initiated the tax credit now at 4 bil a year for big oil companies to encourage them to refine more oil back in the 2006 proposed budget.

Its easy to blame Bush for everything, because he was the president, but I guess you don't have kids, because having kids is analogous to the problem we have.

As a parent I don't know every single thing my kid is doing, simply because they are not always in my sight. same thing here, People were doing something that the President was not aware of.

When he bacame aware he took the steps that the, then Democratic run, Congress would let him.

Democrats are as much to blame for this, IF they knew this was occuring and said nothing, just to try to make the President and Republicans look bad, they are more culpable then the Republicans and President Bush are.
